IN ADDITION to cigarette butts scattered in the parking lots of government buildings, betel nut juice stains create another eyesore in public places.
During an interview on Saturday, a government employee spit red betel nut juice on the ground before answering this reporterâs inquiry.
A police officer was later seen rolling his window down to spit betel nut juice while waiting for a green light in Chalan Kanoa.
Red stains also mark the grounds at American Memorial Park and Paseo de Marianas.
âI can only imagine what tourists think of Saipan. People spit red stuff here and there,â a Garapan resident said.
âThe government should include betel nut chewing in the smoke free act or in the anti-littering law,â Koblerville resident Jack Muna said.
He said it is a nuisance to see professional employees spit into plastic cups and tin cans while in a meeting or on the job.
âI know someone who spits betel nut juice into a soda can. The person next to him thought it was the soda he was drinking and accidentally drank the one with the betel spit,â Muna recalled.
He said people who spit betel nut anywhere should be fined, but added there though there is no problem with passing bills and creating laws, the failure to enforce them is the problem.
The Commonwealth Littering Control Act of 1989 or Public Law 6-37 makes it unlawful for any person to litter upon property owned by another or upon the public property of the commonwealth, or in any waters of the commonwealth.
The law defines litter as âgarbage, trash, rubbish, refuse, paper containers, packing or construction materials, carcasses of dead animals, bottles, cans, debris or any other disposal item of whatsoever nature.â
It defines littering as throwing, dropping, placing, depositing, sweeping, discarding or otherwise disposing of any litter on land or in the water, in other than appropriate storage containers or areas designated for such purpose.
The Division of Environmental Quality under the Bureau of Environmental and Coastal Quality is supposed to implement P.L. 6-37 which remains uneforced.
